365WiMAX3.65GHz WiMAX Publishing Consortium Member Services Based upon input and comments from the National Educational Broadband Service Association (NEBSA) and newspaper publishing companies, the availability of NTIA BTOP and RUS broadband stimulus programs and sovereign support of a national broadband plan it is evident that the United States is positioned to develop it's existing wireless assets (2.5GHz EBS, 3.65GHz band) most effectively through partnerships of qualified national and local GSA (W)ISP's and newspaper publishers with alliances to municipalities, cities and counties and their associated public systems and facilities currently desiring their own broadband wireless infrastructures.
The 3.65GHz WiMAX Publishing Consortium will identify and coordinate strategic alliances and partnerships using the synergies between the Publishing Industry, the communities they serve and WiMAX service providers to include the following:
- Qualify and introduce 3.65GHz service operators and providers to the market
- Assist Publishing Companies in establishing exclusive 3.65GHz footprint in their respective markets
- Assist Publishing Companies in partnering with established/qualified existing 3.65GHz service providers in their respective markets
- RF/Topographical surveys
- Identify backhaul assets available/needed
- Coordinate with potential Sub-Lessees (Local government, municipal departmental applications, school systems, health care/telemedicine services, public safety/first responders, colleges/universities, employer outreach/distance learning programs, visitor/tourist/hospitality applications, destination market services, non-profits, public access TV/media, redevelopment/marketing cooperatives, private security/cameras/DVR access, telecommunication/energy cooperatives, libraries and other public systems or agencies
- Coordination of NTIA, RUS broadband programs and ARRA programs.
- Co-marketing of extended or enhanced fixed, nomadic and mobile services through incumbent service providers (e.g. 2.5GHz EBS service providers)
- Qualify hardware/software vendors for associated delivery mechanisms and devices (e-readers)
- Coordinate participation of local Colleges/Institutes of Journalism
- Coordinate involvement of local Community Outreach Programs (e.g. Redevelopment Associations, Destination Marketing Cooperatives, other non-profits)
- Development of business plan/grant applications
- Funding alternatives through private sector and philanthropic interests
- Marketing
- Public education and;
- Digital Access, Inclusion & Literacy programs (low-income households)
